Local people are angry about the fact that the proposal will affect the rights of local residents. The communities which are proposed to issue permanent residence certificates are non-Arunachal Pradesh Scheduled Tribes (APST).

On the issue of granting permanent resident certificate (PRC) to six communities in Arunachal Pradesh, violence and protests continue in the state. The local people are furious on this recommendation of the state government. Two people have died in this violence and the house of Deputy Chief Minister Chowna Main was set ablaze in the capital city of Itanagar and the office of the deputy commissioner was broken.

Local people are angry about the fact that the proposal will affect the rights of local residents. The communities which are proposed to issue permanent residence certificates are non-Arunachal Pradesh Scheduled Tribes (APST). Indefinite curfew was imposed here on Saturday, but people of many organizations protested against it even on Sunday.

What is Permanent Resident Certificate (PRC)?

Permanent residence certificate is a legal document. It is provided to those Indian nationals who present a proof of living in the country. This certificate is required to take many government facilities and other necessary works.

What did the state government do?

The BJP-led state government had proposed to give PRC to six non-Arunachal Pradesh Scheduled Tribes (APST) communities. In the state government, a joint high power committee (JHPC) led by Minister Nabam Reza presented a proposal to give permanent residency certificates to six communities which are not permanent residents of Arunachal but districts of Namasai and Changlang Have been living for decades.

Who are these six communities?

These communities live in Namasai and Changlang districts. These communities include Dewaris, Sonoval Kachari, Moran, Adivasi and Mishaing. Apart from these, Gorkha, living in Vijayanagar, is also included in this proposal. Most of these communities are registered as neighboring tribes in the neighboring state of Assam.

Why is it being opposed?

The organization of several communities in Arunachal Pradesh is angry about this proposal of the state government. Local people feel that they will have an agreement with their rights and interests by getting permanent residence certificate.

What is the situation at the moment?

Recommendations of JPHC were to be held in the Assembly on Saturday. However, after several organizations protested it could not be placed on the panel. Given the current situation, the Speaker adjourned the House for the next session.

Home Minister Rajnath Singh on Saturday appealed to people of Arunachal Pradesh to maintain peace. Union Minister Kiran Rijiju has clarified that the state government was not bringing the bill on it. He said that the report of JHPC, which was made under the leadership of Nabam Reza, was going to be presented in the assembly.
